NOTICE OF INTENT TO ADOPT A NEGATIVE DECLARATION AND NOTICE OF
PUBLIC HEARING TO TAKE ACTION ON PROPOSED AMENDMENTS TO THE CITY’S
MUNICIPAL CODE TO ADD DOWNTOWN PARKING STANDARDS
NOTICE IS GIVEN HEREWITH, that the City Council of the City of
Woodland will hold a public hearing on Tuesday, April 1, 2008 at
6:00 PM, in the City Council Chambers, 300 First Street, City Hall,
Woodland.
Consideration to approve an Ordinance adding Section 25-23-15 to the
Woodland Municipal Code relating to downtown parking standards,
approving a Resolution establishing an in-lieu parking fee and
parking district boundaries and adoption of the Negative
Declaration.
Project Description and Location
The proposed Parking Ordinance project would be applicable within
the City of Woodland within the boundaries of the Downtown Parking
District as established by Resolution. The proposed amendments are
intended to implement provisions contained in the City’s Downtown
Specific Plan
and Downtown Parking Management plan.
The City of Woodland’s parking standards are recommended to be
modified to reflect the existing and anticipated pedestrian
orientation of the downtown, to retain the historical feel of the
downtown core, and to avoid imposing suburban standards that would
result in large paved areas on Main
Street and within the City center. The following are the intended
purposes for a revised parking program in the Downtown:
•Maintain and enhance a pedestrian oriented environment in the
Downtown.
•Promote and encourage economic investment in the Downtown area.
•Promote re-use and renovation of historic buildings in the Downtown
while encouraging
new investment and construction.
•Enhance the vitality of the Downtown by encouraging an appropriate
mix of future development and land uses.
•Encourage mixed-use development supporting residential and office
on the upper floors and ground floor office, retail and restaurants.

RECOMMENDED ACTION: Recommend approval by the City Council
Environmental Review:
Pursuant to Section 15070 the City of Woodland has prepared an
Initial Study and Negative Declaration. The proposed parking
ordinance revisions are apolicy document, intended to implement
parking policies contained in the Woodland General Plan and Downtown
Specific Plan The proposed project would not directly result in the
construction of any structures. Therefore, the proposed project
would have a less than significant impact on the environment and a
Negative Declaration was prepared.
Copies of all the above project description, Negative Declaration
and the complete file can be viewed at the office of the Community
Development Department, 300 First Street, City Hall, or call the
Cindy Norris, Principal Planner at (530) 661-5911. All
interested persons are invited to attend the hearing and express
opinions. Forms to express opposition or support of the project are
available from the Community Development Department. All comments
received will be given to the Planning Commission for their
consideration.

to raising only those issues you or someone else raised at the
public hearing(s) described in this notice, or in written
correspondence delivered to the City Planning Commission at, or
prior to, this public hearing.”
